Bug#227398: hyperref destroys hyphenation of ToC

That default was changed a while ago (2001) to dvips (via hypertex.cfg). It also meant that hyperlinks stopped working with xdvi unless you explicitly specified the `hypertex' option since xdvi didn't understand the dvips syntax (working on that ...). So it's `just' a documentation bug I guess ...
