I have never encountered a problem you reported
and so we need more information.

If initex failed to run then fmt files of latex 
pdflatex etc. would not be generated correctly
so they didn't run.

Isn't there any error messages at installation?

Please read README.Debian and investigate a bit
by yourself what happend and provide us more
info which will help us to fix the problem.
