Bug#187179: tetex-extra: File "euler.sty" is missing

The euler.sty package was removed because of licensing problems.
Thomas Esser was able to get permission from the copyright holder
to license the package under the LPPL, which makes it as free as
everything else under the LPPL.

We should reinclude euler.sty.  I've made the necessary changes in
the build scripts.
