Okay then please install tetex-extra with
dpkg -i --force-confmiss tetex-extra_2.0.2-2.deb
(version number might be not correct)

texdocrc was a conffile and handled in a special way
by dpkg so if it was lost by accident then you needed
to install it with --force-confmiss option.
