Then is there /etc/texdoctk/texdocrc
and a symlink as
kohda@nsx:~$ ls -l /usr/share/texmf/texdoctk
lrwxrwxrwx    1 root     root           13 2003-03-19 09:55 /usr/share/texmf/texdoctk -> /etc/texdoctk/
