No wonder I couldn't recreate the bug.  ;-) Sorry about dismissing
/usr/local/ outright -- I was still thinking about some other bugs
we've had regarding mktexlsr writing to /usr.

Hmm.  Won't Mike actually have to modify /etc/texmf/texmf.d/05TeXMF, 
since Atsuhito's changes should be in effect with the version of
tetex-bin that he's currently running (1.0.7+20011202-5.1) and
with all future releases?
