Bug#87699: tetex-bin: Please don't. A "suggests" and possibly a warning on install is better

This is not about most or many users of tetex-bin needing texi2html, but about
following the principle of least surprise.

There may be people who installed tetex-bin in potato because they
wanted texi2html. These users deserve the texi2html program to be still
in the system after an upgrade. After all, texi2html is small, so users
who do not want it will be able to remove it after upgrading to woody+1.

A Depends for woody which may be dropped in woody+1 is the way I think
it should be done. We can of course use the release notes and document
the fact that texi2html is now in its own package, but this way of
"solving" the problems is really irritating. If every package
maintainer did the same the release notes document would become a very
very long document, and the user would have to read a lot of
documentation before upgrading, which is contrary to our goal of
providing a quality system where "apt-get dist-upgrade" is the only
thing a user should need to know to upgrade the system and have
everything working.
