Bug#87699: tetex-bin: Please don't. A "suggests" and possibly a warning on install is better

The problem can only be solved sanely through having a tetex-bin
being a pseudo package, that depends on tetex-whatever, and texi2html.
I've had an impression that something was pulling something
behind the back, and this is causing quite a few autobuild failure,
etc.
