I understood your point but your argumets that a former
tetex-bin contained texi2html so every (or many) users of
former tetex-bin also would need texi2html is not so sure.
I need strongly tetex-bin but I have never (umm, or seldom ;-)
used texi2html.
Further, it seems not a good idea to get smooth upgrading with
a wrong dependency.
I believe this is the problem that the maintainer should decide
how to deal with.
