Use of pending tag for work underway?

I thought I'd split this comment into a separate message so it
doesn't get missed.

I tagged the documentation bug as ``pending'' to indicate that I
am working on it so no one else spends time on it.  That seems to
change the way it's displayed in the BTS in a way I didn't expect
-- rather than merely appending a tag indicating that the bug was
being worked on, it moved it to a new section, and the text there
indicates that there is an upload pending.

Maybe we should request the addition of a new tag in the BTS so we
can indicate that a problem is being dealt with without implying
that a fix is imminent?  Such a tag would, I suppose, be
equivalent to the ``assigned'' or ``responsible'' field used in
other BTSs (e.g., bugzilla).
