Because
a) The lists are open, you don't need to subscribe to be able to post.
b) The current method to avoid spam is to make it pass through a set
of filters and assume it is not spam if the message passes them all,
c) No mail filter will ever be 100% perfect.
A way to improve the current status has been suggested (see Bug#175744),
but the listmasters do not think it will be a good idea.
