Hmmm. Thanks to a posting in the archives by one Kevin Coyner (you're my
hero) I've figured out something... plus maybe some muddling on my own.
What I did (this is from memory, so might be a bit wrong)
1. run "silo -r /target -f" to force the boot block into the "whole disk"
-- notice in my original partition map I've left sectors 0-4 empty. Note
also that my normal "/" partition was mounted in "/target" because I was
in the Debian setup program, not in a normal booted system.
2. boot to the "ok" prom and do "boot disk:1" -- this is different than
Kevin's "boot disk1:1" etc.
Now the system boots into the Debian post-install pre-configuration
section.
I'm not sure step#1 was necessary or affected my success at all.
