with CDATA entities.

It seems that ideally, sgml-data should provide SDATA entities in a
clearly represented way, i.e., with special FPIs such as:

PUBLIC "ISO 8879:1986//ENTITIES Added Math Symbols: Arrow Relations//EN//HTML"
PUBLIC "ISO 8879:1986//ENTITIES Added Math Symbols: Arrow Relations//EN"
  -- CDATA/Unicode version

PUBLIC "ISO 8879:1986//ENTITIES Added Math Symbols: Arrow Relations//EN/SDATA"
  -- SDATA version (not sure on the naming!)

Anyhow, I will query about this to SGML gurus so we can resolve it.
Feel free to file a separate bug for this too to remind me.

Finally, it would seem to be a bug that the character stream used by
debiandoc-sgml is not specified.  AFAIK, this fact right there is the
number 1 thing right now preventing the "circle c" glyph from showing
up properly in Russian.  And we're not even sure how to resolve it
until we know what the heck the charset is supposed to be by default
in debiandoc-sgml.  

So please file that bug too!
