I will upload and file a unblock request for ruby-hoe shortly, thanks.

But there is also another problem, which is the cause for ruby-hoe being
pulled in when you install rails3 in the first place: ruby-arel
incorrectly depends on ruby-minitest and ruby-hoe, while they are only
development dependencies and not runtime dependencies. I am filing a bug
about that right now and will upload a fixed version soon.

I will also write a response to Bob's original email soon.
