Are you sure? This is fixed in 4.5 upstream. Of course, there is no
"Administrator mode" button like other distros may have added with
patches in previous versions of KDE. The kdm configuration interface
appears normally in systemsettings running as user, you are allowed to
make changes and when you click the "Apply" button, it asks you for
the root password.
