What is wrong with:

# aptitude install '?source-package(kde-l10n)?name(^kde-l10n)'

Straightforward and unlikely to break.

Metapackages are mostly for users. However, personally I don't want users to 
install all languages easily (as this would be purely due to laziness, there 
is no person speaking all languages in the world). People like you or 
administrators who really know what they are doing and that they really want 
all languages can use the aptitude command above.
