FWIW, as DPL I've always tried to use the "Debian Project" capitalization (in interviews, official mails, and the like). I suggest to use such capitalization in -publicity authored documents. I think I originally took it from the Debian Constitution where all occurrences are capitalized as Debian Project (except one, which I've always considered to be a typo).
