Nope.

Version numbers were discussed a week or two ago on the module-authors
list.  The original (afaik) rule on CPAN was lexical ordering, starting
with 0.01 and is intrinsically incompatible with the debian system[*].
Being perl, there are now many WTDI.

In perl 5.10, there is version.pm, which provides a tool to sort version
numbers (but there were claims that CPAN::Version.pm is more reliable).

[*] It is compatible if you start at 0.10, which is what i've decided to
do.
