Apparently, newer versions of rsync interpret exclude patterns
differently (such as the exclusion of ftpsync's project folder), which
was causing it to behave badly and require some further bugfixes from
rsync's developers.  Our upstream at MIT was having problems also.

I've upgraded rsync on our end to the latest git snapshot, and it seems
to have solved the problem and brought us back in sync.
