Once again, to distribute from non-free there needs to be a clear
license to redistribute. Without license to redistribute, the Debian
project can't redistribute the work.

It's not at all clear that we have any such license to redistribute,
since it's not at all clear what the copyright status of the work is;
that's what the whole discussion is about.
