Yes, a package in contrib may require things which are not in Debian at
all; for example, many Java packages in contrib require the Sun JDK,
which Debian cannot distribute even in non-free.  Not being able to
autobuild is also OK; that's expected for many packages in contrib and
non-free.  Given that the package is specifically designed to run VST
plugins from Windows, it seems pointless to go to a lot of effort to
attempt to get it into main if most people will be using it with
proprietary software anyway.
