Who says the arrangement made has to be Debian-specific?  We might arrange
with the copyright holder to release the software under the GPL.  Although
Debian may have been the instigators of the arrangement, if everyone else
can benefit then there's no DFSG problem.

I do, of course, understand the point you were trying to make, and it needed
to be made.  But it wouldn't be d-legal without pedantry.  <g>
