This has come up before. The non-free repository seems a good enough place for them to me. I don't think we need a "Debian Non-Free Software Guidelines", which is essentially what you are proposing. I do agree that there are bad and worse ways to fail the DFSG. However, Debian's Social Contract obliges us to focus our energies only, or at least primarily, on Free Software, and we define define Free Software by means of the DFSG.
