So I have to save my modifications forever just in case Apple wants them?
How are they going to become aware of the existence of my modifications and
yet not already have the source?

Either my modifications will be widely adopted in which case Apple will
have no need to come to me to get them, or they will be widely ignored in
which case there is no reason why Apple should care.

They think that IBM or The University of Michigan are going to distribute
modified APSL code and they will be unable to get a copy?  I find that hard
to believe.

So they don't really care about free software developers at all.
