the file: variant works if you have a full mirror; apt is dependent on the
Packages.gz files, iirc. There are two packages to help you work around this,
apt-zip and apt-move. apt-zip is good if you have another Debian box you can
download on, and huge floppies (like zips) for transfer. apt-move is a bit
more useful, since it'll take a collection of .deb files and build the proper
directory structure as well as Packages files so apt can read it. It even
fixes mangled names for you. I'd recommend getting it, if you want to download
.deb files manually but still use apt.
