It should be possible to swap the parameters in the translation if you
tell msgfmt about the changed order, like this (untested since I do not
speak Russian):

"зависимости от %2$s можно избежать, если %1$s не
будет бесполезно скомпонована с "
"ней (не используется ни одного её символа)"

See (Info "(gettext) c-format Flag") for details, however I'm not sure
if perl-format works the same way as c-format in that respect.
