  You have to either:

  1.- Include the original english version of the _license_ (i.e.
      the copyleft.sgml file

  2.- Substitude copyleft.sgml with a translation only if the translation
      of the GPL abstract has been aproved by the FSF.

  AFAIK there are currently no official translations of the GPL, only
  unofficial ones (from http://www.gnu.org/licenses/).

  I will add a short note in French at the end of the copyleft.sgml file
  to explain the situation and leave the rest of document in english.
