1) Le projet Debian continue à reconnaître l'utilité de fournir des
logiciels non libres à ses utilisateurs.
2) Le projet Debian reconnaît également que certains développeurs
peuvent ne pas souhaiter ou ne pas pouvoir travailler explicitement
sur des logiciels non libres, et soutient que cela n'est pas et ne
doit pas être au détriment de leur travail pour la distribution
Debian GNU/Linux, ou de leur contribution au projet Debian.
3) Le projet Debian considère la comparaison de l'importance des
parties contributives et non libres décrites dans le contrat social
et de la distribution Debian GNU/Linux inappropriée.
4) Notant que le projet Debian distribue déjà divers autres ensembles de
paquets non officiels, le projet approuve une décision de rassembler
spécifiquement les autres composants supplémentaires, tels que les
paquets expérimentaux, orphelins, non libres et contributifs, et de
les séparer clairement de l'ensemble principal.

Décide :
A. Que le contrat social de Debian avec la communauté du logiciel libre
est amendé comme suit :
1. Le texte de la section 5 est modifié comme suit :
« We acknowledge that some of our users require the use of programs that
don't conform to the Debian Free Software Guidelines. While we will not
distribute such software itself, we have created areas in our archive
for packages that help install or otherwise requre this software. The
software in these areas is not part of the Debian system, although it
has been configured for use with Debian. »
Le titre de la section 5 est modifié comme suit :
« We will support users of our system who develop or run non-free
software. »
2. La section 1 est amendée afin que la dernière phrase soit :
« We will neither distribute nor make the system depend upon an item of
non-free software. »
B. Que les archives non libres sont supprimées des archives de Debian, et
que tous les paquets qui y sont placés en conformité avec la définition de
la section 2.1.4 de la charte sont supprimés de la distribution et des
archives. L'introduction dans la distribution Debian ou dans les archives
de Debian de tout paquet correspondant à la définition de l'archive non
libre de la section 2.1.4 de la charte, ou ne répondant pas aux principes

Justification : La clause modifiée s'est montrée assez ambiguë
récemment. Comme la rédaction initiale a semblé pouvoir être comprise de
deux façon totalement différentes, cette modification clarifie le texte de
la constitution concernant les _modifications_ ou la suppression de
documents non techniques. De plus, cette proposition d'amendement n'inclut
pas de problèmes annexes comme l'existence éventuelle de documents non
techniques spécifiques qui nécessiteraient des procédures d'amendement
inhabituelles. Je pense que de tels problèmes devraient être réglés
séparément car il est fort probable que des développeurs pensent
raisonnablement que la clarification de la constitution ci-dessus est
acceptable avec la conviction qu'une position particulière est nécessaire
sur les problèmes de documents non techniques spéciaux concernant leur
identité ou la possibilité de les amender.
