I still believe that it's up to the drivers to arrange for a solution.

It cannot, by design. When udevd receives the hotplug events it will
start acting on them in parallel, so no order can be enforced.
If you believe that this is wrong and the kernel needs more assistance
from user space then please post your rationale to the linux-hotplug
mailing list.
