Reading that referenced URL I tend to disagree that this is a kernel
bug: It seems that if hardware has USB legacy mode enabled, then USB
drivers can be explicitly loaded first to reset that.

So if BIOS can be told to not enable legacy USB support then that's the
best approach, but if not (I could imagine some laptops unable to
disable this) then order of driver loading is important - because of
USB drivers having this "added feature" of resetting legacy mode",
not because the psmouse driver should depend on the USB ones.

So I tend to think that a tool like udev that probes and loads drivers
for all hardware recognized should deal with this load order.
