There is an experimental webkit kpart which can be used in konqueror: http://websvn.kde.org/trunk/playground/libs/webkitkde/. When I tried it out a couple of months ago it seemed to work reasonably well. I don't think there is a Debian package, but it might be possible to compile it with KDE 4.2.2 if you install the headers (I have not tried).

The webkit kpart is not finished. Complaining about Konqueror will not change this. The only way to change this is if people start to work on it (I am not sure how much work is done on it, the last commit is from five days ago).
