And if you can't access FTP for some reason (like me), use HTTP instead - the 
server supports it as well:

su
cd /var/cache/apt/archives
wget http://ftp.debian.org/debian/pool/main/q/qt-x11/libqt2_2.3.1-17_i386.deb
dpkg -i libqt2_2.3.1-17_i386.deb
(restart X: ctrl-shift-backspace)
