I personally don't like to do system wide config with environment variables.
User can use kdm or gdm,  Bourne or C shell like login shells, or login via
ssh, rsh , telnet etc. to start kde applicatins.  So I prefer the
system.kdeglobals or kderc.  It's more to type but it is where kde
always looks. (Btw. the FHS way KDE is installed is also not compatible
with all and only KDE stuff below one one or more 'prefix' roots, e.g,
config dir and html dir).

A bit more general is to do stuff like setting KDEDIRS in .bash_profile and
source it from ~/.xsession (with #!/bin/bash of course).  This way one gets
the at least same environment with with ssh and kdm.
