Well it encourages users to write manpages and send them
to the maintainer. An additional explanation on that "official"
sentence would be fine, but we need a consensus on
which name to use. some ideas:

...for the Debian project?
...for the Debian system?
...for the Debian GNU/* system?
...for the Debian/GNU system?
...for the Debian GNU system?

IMHO the manpages package is so linux specific that cannot be
used for the HURD, or at most it needs to be splitted.
