The plan (as far as i know) for the woody installer is to continue to
use libfdisk/cfdisk.

The plan was to just maintain the boot-floppies for the woody installer
without trying to add too many new feature, and put the extra effort
into the redesigned debian-installer (post woody).

Parted would (probably) be too big to easily fit onto the woody
floppies, for the debian installer it would most likely be retrieved
from somewhere after booting.

Although it is good to see parted working on lots of platforms.
