I agree. Besides, I would add that school programs differs from one country to
another, so there will be gray areas where what might be 'elementary' for one
country, would be 'secondary' for other. To make it even worse, even in some
countries the lenght of 'elementary' and 'secondary' cycles differs from
province to province.
