The mystery just grew larger: I always do a fresh export in a new
directory and build in there when making a release to prevent these
kinds of problems. And lo and behold, in there I see:
Package: dpkg
Architecture: any
Essential: yes
Pre-Depends: dselect, ${shlibs:Pre-Depends}
Conflicts: sysvinit (<< 2.82-1)
