I accept your point, but I think that this is a bad framing.
People have been complaining about the copyright proposal costing too much time.
Aside from pointing out that this is presumably time you were already spending
checking each file, a good solution is collaborative maintenance.
Not sure what else you expect someone to respond with apart from throwing their
hands up and conceding that we should adopt policy to conform with peoples wish
to avoid additional work.
