That's true, the PSF is not suitable for third party modules.
The FAQ even says so: "The PSF license was developed
specifically and only for Python and its standard libraries."

It does go on to say how to modify the PSF license, which is mostly
's/PSF/Your Organization/g'. This may be what has been done for
formencode.
