I think, nobody has objections when someone privately ignores someone
else. But when you have a position, you have to respond to valid questions
as well in a timely manner. That polite mails are preferred should be
obvious.
But you should keep in mind, that most people start to yell, when they
have reasons to believe that they are not getting heard. This is just
normal human behaviour, I think, and can be avoided by not giving a reason
to yell.
