Some or all of: twm, pdmenu, blackbox, afterstep, fluxbox, gtk-menu,
wmaker, fvwm2, enlightenment, etc, consult /etc/menu-methods for more.
There are dozens of programs that use the debian menus that would have
no reason to use the .desktop stuff.
