Yes, but the packages files are gzipped which brings the download down
to about 4Mb.  That's just under 5% of the total.

BTW, I realise how long this takes on a modem; even on a faster
connection, saving bandwidth by using rsync or the like[1] is a Good Thing
and I would love to see it in Debian.  Happy now? :)

[1] My local Debian mirror, ftp.wa.au.debian.org, is available through rsync;
presumably it isn't alone in this.  Having apt support rsync downloads
out of the box, so to speak, would be very nice.  Presumably to make it
really worthwhile, though, the mirrors would have to keep uncompressed
Packages files as well as the compressed ones?
