No (perhaps my English is to bad).

For example the samba-fork in Samba and Samba TNG is completly ok, for
reference see http://de.samba.org/samba/tng.html.

And: morale is not a 0/1-thing, in contrary to legal. So something
might be morally not ok, but the alternatives may still be worse. And
I'm certainly not accusing anybody if he uses the least worse
alternative which still may be rather bad.
