Looking at the sources is mostly something a translator would need to do
when translations are first being added to a package.  Then you have to
look at the package and decide how best to internationalise a part of
the package (the man pages, the programs, the manuals or whatever).
That's the point at which something that fits in well with the way
upstream works should be getting worked out and hopefully integrated
with upstream.  Once this work has been done and there are translations
in place future translators can update what's there and that should be
much easier.
