You're igoring a simple point :

Setting up and testing the "testing" distribution requires absolutely no
interaction with any other developer since you just use unstable like it
has always been.

Testing either candidate or t-p-u->testing requires the participation of 
other developers to upload packages into it. This is simply not doable
because Debian developers have absolutely no reason to upload packages
in any unofficial archive if they don't get any (short term) benefit out
of it.

And there's no way I can simulate what other developers would do (ie
create fake uploads that would match what they are likely to do in any
real situation).

Anyway, I'll shut up for now, I'll create logs for testing during the
next months and I'll work on other projects in the mean time.
