I also tried debconf_0.2.80.17_all.deb and
debconf-tiny_0.2.80.17_all.deb from the potato_proposed_updates
distribution with similar results.
505# dpkg -i debconf_0.2.80.17_all.deb
dpkg: considering removing debconf-tiny in favour of debconf ...
debconf-tiny is not properly installed - ignoring any dependencies on it.
dpkg: yes, will remove debconf-tiny in favour of debconf.

Preparing to replace debconf 0.2.80.17 (using debconf_0.2.80.17_all.deb) ...
Unpacking replacement debconf ...
Setting up debconf (0.2.80.17) ...
Can't locate object method "value" via package "Debconf::Question" at /usr/lib/perl5/Debian/DebConf/Config.pm line 76.
dpkg: error processing debconf (--install):
subprocess post-installation script returned error exit status 255
Errors were encountered while processing:
debconf
