While I agree with your thinking, I think you've left out a case:

d) they don't know about an alternative command which is already in
their path.  [For example: netstat -er gives the same information 
as route.]

While I'm on this subject, I should mention: the man page for the netstat
in netbase 3.18-1 claimed: "netstat -ei will print a table or a single
interface entry just like ifconfig does."  This is true for the netstat
in net-tools 1.57-1, but was blatantly false for the netstat that came
with netbase.  Strangely, the manpage in net-tools doesn't document this
behavior (nor the netstat -er behavior).

I wonder if this new lack of documentation should be considered a bug?
