Tcl/Tk and dependancies



  This maybe a silly question... but why all these versions of Tcl/Tk?
like 7.4, 7.5, 7.6 of Tcl, and 4.0, 4.1, 4.2 (and 4.3) of Tk?

  It kinda made reason to me, to install the latest version... just to find
out that program needing Tcl/Tk made it dependant on version 7.5 and 4.1.

  Why not make a program that uses Tcl/Tk dependant on Tcl/Tk instead of
the version itself? i.e. instead of depending on Tcl7.5 depend it on Tcl?
