No, exactly the opposite.

As things stand currently, we've go these directories where generally
useful binaries go that aren't in the default path.  Some people are
arguing that these binaries go there because they're primarily useful
for one specialized purpose.  That's fine, but doesn't explain why
they're not in the default path.  [The argument for the directories
not being in the default path is that the binaries in those
directories aren't generally useful.  That argument seems to be based
on some idea of "need" that happens to work in some instances, but not
others.]

   You simply cannot cater for everyone at once. If a user needs
   traceroute, what wrong with defining an alias or softlinking into
   ~/bin?

What's wrong with changing the default path?  Why introduce these
other complexities at all?
