bits from the DPL - June 2013

Hi,

Here is my monthly report for June 2013.

Outline:
- State of the NEW queue
- Call for help: Debian Auditors
- New members in the trademark team ; logo registration
- Delegations updates
- Debian now a member of the Network Time Foundation
- Follow-up on debian-multimedia.org
- Assets
- DPL helpers meetings
- Day-to-day log

State of the NEW queue
======================
I have been asked to look at the state of the NEW queue. While 284
packages waiting[1][2] is more than what we would all like, it is worth
stressing that this is mainly due to a larger number of uploads because
of the beginning of the release cycle (most packages still get processed
in less than a month).
As a reminder, the FTPMasters team called for help recently[3]. Please
consider volunteering as a FTPTrainee to help review and reduce the NEW
queue!

Call for help: Debian Auditors
==============================
The Debian Auditors are looking for help.

As a reminder, the Debian Auditors:
- keep track of Debian assets (money, hardware, domain names, trademarks,
  etc.) and try to build a "global picture", in collaboration with the
  Trusted Organization (SPI, FFIS, etc.)
- aim at periodically publishing reports about changes in assets (money
  coming in via donations, money being spent, new hardware bought, etc.)
- advise the DPL on money expenditures
- keep track of organizations holding assets in trust for Debian and
  propose to the DPL changes in the list of trusted organization (as per
  constitution §5.1.11 and §9.3)

The ideal volunteer would have a background in accounting, e.g. understand
the difference between cash basis (no, that's not a new bash replacement!)
and accrual basis[1], and be familiar with ledger[2]). But if you are
willing to learn, that's OK too! Drop auditor@debian.org an email if
interested.

New members in the trademark team ; logo registration
=====================================================
Following my call for help last month, Joe Healy and Richard Hartmann
volunteered to join the Debian Trademark team, and have been mentored by
Brian Gupta since then.

One big task on the Trademark team's TODO list is the registration
of the Debian logo (as previously discussed [1,2]).

Delegations updates
===================
As previously announced, all delegations not explicitely listed in [1]
were revoked. While this might sound like a dramatic move, it is actually
supposed not to change anything for all active/useful delegations.

In the process, I transferred the authority over hardware-donations@
to DSA. DSA can decide who gets to be in the email alias (to recruit
more volunteers to take care of answering offers), and should consult
with porters and buildd admins when needed.

Two delegations have also been updated:
- Jonathan Nieder <jrnieder> joined the Debian Policy team [2]
- Sukhbir Singh <azadi> is now officially delegated as a GSOC admin[3]

Thanks to the efforts of many and specifically David Prévot <taffit>,
our website now features an up-to-date list of delegates [4].

Debian now a member of the Network Time Foundation
==================================================
Debian has been invited to join the Nework Time Foundation[1]. The Network
Time Foundation aims at consolidating efforts around projects such as NTP,
NTPd, PTPd, LinuxPTP, GPSD, RADclock.
Bernd Zeimetz <bzed>, the gpsd maintainer, agreed to represent Debian
in the foundation.

Follow-up on debian-multimedia.org
==================================
The winner of the domain re-registration race is a motorcycle website.

The discussions following the expiration of the domain demonstrated
that, for many users of this repository, its unofficial status was not
obvious at all. To improve on that, I asked the service's maintainer
to change the page title on deb-multimedia.org from "Debian Multimedia
Packages" to "Unofficial Multimedia Packages for Debian". He decided
to ignore my suggestion and changed the page title to "Deb Multimedia
Packages".

Anyway, let's move on...

Assets
======
The DSA sprint (report[1]) was a good opportunity to clarify the
Reimbursement procedure[2].

I approve the purchase of additional storage for backups (~2300 EUR) and
for our new hosting location at Bytemark, where snapshot.d.o will be moved
soon (~£7000).

There is [slow] progress on getting access to the listing of Debian
transactions at SPI (which is a blocker for the work of the Debian Auditors).

DPL helpers meetings
====================
A meeting happened on 2013-06-11 [1] (agenda and log are available).
While not strictly speaking about June, another meeting happened on
2013-07-02 [2]. We are switching to ad-hoc email + IRC discussions (on
#debian-dpl) until after DebConf due to the vacations period.

Day-to-day log
==============
As usual, my day-to-day log of DPL activities is
available on master:/srv/leader/news/bits-from-the-DPL.txt.201306
